Bundle resource limits into reusable plans, then optionally enforce expiry and traffic caps.

A Plan bundles resource limits: cores, memory, disk, a monthly traffic limit, a runtime/expiry and a grace period. When you create a guest from a plan, the wizard fills and locks its specs and the guest is tracked against that plan, with a Plan card on its detail page.

| Traffic limit | Monthly traffic cap in GB (0 = unlimited). |
| Runtime | Days until the plan expires. |
| Grace period | Days after suspension before auto-deletion. |
Optional enforcement suspends guests when they expire or exceed their traffic limit, auto-deletes them after the grace period, and auto-resumes traffic-suspended guests when the monthly counter resets.
